The former Notts County frontman scored 14 goals for the Saints last season but couldn't help them avoid relegation to League One.
Forest Chief Executive Mark Arthur said: "We have made a bid that is in excess of £1m and are waiting for a response,"
Derby County are also said to be interested in the 21-year-old but it is thought the youngster prefers a move back to Nottingham.
