OK, what the hell is this green stuff?

It's recently sprung up around the trunk of the tree-like thing that lives on my balcony. I don't think it's directly related to the tree-like thing.

Anyone?

    Bearing in mind that the flat (and balcony) was unoccupied for 9 months last year, I think that everything that survived did so because it rained a lot last year.

    Rest assured that any plants that I have to look after myself tend to die within weeks.
