 GESC Meeting with City Planning, Legacy, SamTrans, Metropolitan Planning

1) Updates, outstanding issues/information

2) Discussion of GESC residents’ concerns primarily with development North of Holly St. on NESC neighborhood. Concerns include:

A) Building Height/Mass

i. Lowering of buildings from 4/3 to 3/2 stories. Placement, design/building and orientation need to be discussed. Street elevation on El Camino is several feet higher than Old County Rd. hence already increasing the “footage” of the proposed plan to well over fifty feet above our neighborhood.

ii. Decrease mass of units from 281 down to amount recommended in the original general plan – 160.

iii. How is the current general plan(s) west/east side and zoning, been changed/altered to allow this size of building and through what process?

B) Slap back Noise from Tracks/Loss of PM sun/view of hills

i. Lowering the buildings along the tracks down to two stories will greatly reduce slap back noise from trains.

ii. A greater amount of PM sun and maintain view of the hills for the neighborhood.

iii. Much easier process for approving the EIR.

C) Parking/Traffic/Revenue

i. Increase parking spaces to from 1.6 to 2 spaces per unit. Lowering the amount of units will make this more feasible and help with traffic issues.

ii. Much easier process for approving the EIR.

iii. Types of residents, tax-based revenue to city from apartments vs. condos. Currently awaiting report from EDAC.

D) Financial Impact for Legacy, Samtrans, City and GESC residents.

i. As GESC realizes there are financial impacts to the involved parties, approval of this overall development, regardless of size, will generate a significant profit for both the developer and SamTrans property owners.

ii. Options to move apartment units from North to South of Holly.

iii. According to the general plan there will be much more development of residential units in GESC neighborhoods in the coming years. How will the process of this current development and its impact on GESC affect and influence the city’s choice of future development companies? What benefits will GESC receive from the developer and city for the increased density/traffic to our neighborhood?

iv. GESC wants to work with a developer who will listen to neighborhood concerns and move toward a positive resolution that all parties can support, utilizing the city’s Downtown Urban Design Guidelines.
