PSP (I used 8, but most other versions should work too).
An image of your choice or the one I used HERE .

Unplugged Tools

Alf's Border FX

I wrote this tutorial for my friend Dora. This image made me think of her because of her love for the outdoors, and the frame is beautiful, just like her spirit.
1. Open your image.
2. Shift + D and then close the original.
3. Choose a dark color from your image as your background color (I used 304B16), and choose a light color from your image as your foreground color (I used 4F844C).
4. Set your foreground to gradient and select the foreground/background gradient with the settings below.__48__.jpg)
5. Choose a gold or silver pattern that compliments your image for your background.
6. Image> Add Borders> 1 in black.
7. Selections> Select All.
8. Selections> Modify> Contract> 1.
9. Effects> 3D Effects> CutOut with the settings below.__41__.jpg)
10. Repeat the CutOut, but this time change the Vertical and Horizontal to -2.
11. Selections> Select None.
12. Image> Add Borders> 4 in a color NOT in your image.
13. Select with the Magic Wand.
14. Flood fill with your gold or silver pattern.
15. Effects> Plug-Ins> Cybia> Screenworks> Aged Mosaic with the default settings.
16. Effects> Plug-Ins> Simple> TopLeftMirror.
17. Selections> Select None.
18. Image> Add Borders> 20 in a color NOT in your image.
19. Select with the Magic Wand.
20. Flood fill with the gradient.
21. Effects> Plug-Ins> Unplugged Tools> Radial Waves with the default settings.
22. Selections> Select None.
23. Image> Add Borders> 1 in black.
24. Image> Add Borders> 4 in a color NOT in your image.
25. Select with the Magic Wand.
26. Flood fill with your gold or silver pattern.
27. Effects> Plug-Ins> Cybia> Screenworks> Aged Mosaic with the default settings.
28. Effects> Plug-Ins> Simple> TopLeftMirror.
29. Selections> Select None.
30. Image> Add Borders> 1 in black.
31. Image> Add Borders> 25 in a color NOT in your image.
32. Select with the Magic Wand.
33. Flood fill with the gradient.
34. Effects> Plug-Ins> Filters Unlimited> Alf's Border FX> Mirror Bevel with the Bevel Width set at 128 and Select Mirror set at 64. If Alf's Border FX isn't in your Filters Unlimited then you'll have to import it there.
35. Selections> Select None.
36. Image> Add Borders> 1 in black.
37. Image> Add Borders> 4 in a color NOT in your image.
38. Select with the Magic Wand.
39. Flood fill with the gold or silver pattern.
40. Effects> Plug-Ins> Cybia> Screenworks> Aged Mosaic with the default settings.
41. Effects> Plug-Ins> Simple> TopLeftMirror.
42. Selections> Select None.
43. Image> Add Borders> 1 in black.
44. Image> Add Borders> 40 in a color NOT in your image.
45. Select with the Magic Wand.
46. Flood fill with the gradient.
47. Effects> Plug-Ins> Bordermania> Frame #2 with default settings except chand the first two settings to 40.
48. Resize if you wish. If you do Adjust> Sharpness> Sharpen.
49. Add corners if you wish.
